On August 9, 2023, the Logansport Parks & Recreation Board meeting took place. Discussed was the plan of action for the lower Spencer Pavilion, new business with Cass County Family Y, and management reports from staff members.
The Logansport Parks Board met for a special session on Wednesday, May 17th to discuss the condition and consequent actions to be taken at the lower shelter of Spencer Park. During that meeting, the report provided by KJG Architecture specifies that snow and wind loads cannot be safely supported by the current structure. The Building Commissioner, Rob Rennewanz concurred with that assessment. The Parks Board decided in order to maintain public safety, the shelter should be closed for public use. Fencing will be used to make it unavailable for use, and signage will clearly state that the structure is unsafe, and that entering the structure is at the individual’s own risk. No decision was made whether to preserve or replace the shelter. According to the Parks Administrator, Janet Fawley, more information is required for that decision. The Parks Administrator will be issuing a Request for Proposal in order to learn what processes and permits will be required to preserve it, and the overall cost of those repairs. With that information, the Parks Board will work with the City Council to determine the ultimate course of action. Current private rentals will be offered an alternate location and/or time with no change in fees, or full refunds will be issued.
